Research Report on A Public Voice 2005 (NIF Report)

Connecting the Deliberative Public To its Elected Representatives is a research report on A Public Voice 2005 by Philip D. Stewart. Find more details on the NIF website. From his conclusion…

The real opportunity before us is to take advantage of the learnings from our research to date on what it takes for elected officials and policy influentials to come to the insight that a deliberative public has a useful, even essential contribution to make to policymaking.  I see two major learnings as relevant to embracing this opportunity more fully:  The first is that the more frequently and the more directly elected officials and policy influentials are exposed to public deliberation the greater the likelihood that they will come to “the insight.”  Second, the more dramatically and powerfully these exposures reveal those qualities of public deliberation already identified as most valuable to elected officials, the greater the chances of policymakers getting “the insight.”  So then, what specific recommendations emerge from our research that might enable us to take advantage of these two findings?

More about National Issues Forums and their Reports on the Issues…

The National Issues Forums (NIF) network includes civic, educational, and other organizations, and individuals, whose common interest is to promote public deliberation in America. NIF issue guides introduce participants to several choices or approaches to consider. Rather than conforming to any single public proposal, each choice reflects widely held concerns and principles. Panels of experts review manuscripts to make sure the choices are presented accurately and fairly. Look through all the NIF issue guides and their corresponding moderator guides, DVDs, and other resources at www.nifi.org/issue_books.

Reports are published periodically to communicate the outcomes of forums held across the nation about a particular issue. Making use of participants’ answers to forum questionnaires, reports from moderators, and in-depth studies of selected forums, these reports describe in some detail what happened as people deliberated about the issue at hand.
