Our Nation’s Kids: Is Something Wrong? (NIF Report)

This report, by Doble Research Associates, a nonpartisan, public interest consulting firm, is based on an analysis of the thinking of 1,956 citizens who participated in nearly one hundred of the thousands of National Issues Forums that have taken place, and continue to take place, across the country. (The sample of nearly 100 forums comes from 31 states and the District of Columbia, Alabama, Arizona, Arkansas, California, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Virginia, West Virginia, and Wyoming.) Doble Research observed and conducted forums, interviewed moderators and participants from across the country, and analyzed the results of 1,956 Pre- and Post-Forum Questionnaires to prepare this report.

This report describes what happened as people deliberated about issues related to our nation’s kids: the values they drew on, the considerations they took into account, the costs and consequences they weighed as they talked, listened to others, and had time to reflect on the issue. This analysis should not be confused with poll results, which are a snapshot of public opinion at a given point in time. Nor should forums be confused with focus groups in which professional moderators, working from a tightly directed script, interrogate respondents who receive an incentive to attend. This report is an analysis of people’s thinking, not just what people think.

The National Issues Forums (NIF) network includes civic, educational, and other organizations, and individuals, whose common interest is to promote public deliberation in America. NIF issue guides introduce participants to several choices or approaches to consider. Rather than conforming to any single public proposal, each choice reflects widely held concerns and principles. Panels of experts review manuscripts to make sure the choices are presented accurately and fairly. Reports are published periodically to communicate the outcomes of forums held across the nation about a particular issue.
