The Confounding Effects of Third Parties in the Implementation of the Government Performance and Results Act

This paper presents some summary and preliminary findings of research on the implementation of the Government Performance and Results Act of 1993 (GPRA) in five federal health care agencies in the U.S. Department of Health and Human Services (HHS). GPRA requires these agencies to submit to Congress three-year strategic plans including agency mission statements that delineate broad programmatic objectives. The intent is to eventually integrate this information into budget formulation. The five HHS agencies being studied are the Food and Drug Administration (FDA), the Health Care Financing Administration (HCFA), the Health Resources and Services Administration (HRSA), the Indian Health Service (IHS), and the National Institutes of Health (NIH).
