Role Models for the Information Age: Using Information Technology to Support the New Political Management arrangements

Information and communications technology will not solve all local political problems. It is only one element in the much wider engagement between councillors and their constituents and in the internal political management of a council. Technology is, however, an increasingly important resource. As its use becomes more prevalent amongst the public, it creates new expectations about the ways in which people can communicate and about the availability of information. An Experiment in Digital Government at the United States National Organic Program

Digital communications is having an influence on the ways in which rule making takes place in democratic systems of governance. Such approaches create new opportunities for participation as well as several governance challenges. A significant issue is the definition of meaningful public participation in rule making. The paper uses the National Organic Programme's use of digital systems to create rule summaries related to issues such as genetic engineering, biosolids, irradiation and the role of the board.
